A previously used tool must do a final apply.
I am getting this message and can not use several tools. How do I clear it?

What previous tool did you use? Warp Brush? Color replacer? Whatever the tool, on the tool options palette there is usually a button with a checkmark on it for performing a final apply. You just need to re-select the tool that you never finalized.

That seem pretty obvious. The problem is that I don't know which command is waiting for the apply. I was hoping there was an easy way to find that command. I went through all the commands that I thought I had used looking for an 'open' apply and could not find one. I closed the image and reloaded it but it came back to the same status. I eventually closed all my open images, exited the program, reloaded the program and the image. It was now OK. This is a very tedious process for what should be a simple operation.

View -> Palettes -> History
That shows all previously run commands. Also check your General Preferences for auto-actions. They should be set to automatically apply or to ask.
