As usual, VS gives different results on individual PCs
In VS2018, I get audio but no video, just a white preview screen, in VS2022 & 2023 I get the same washed out look as above, but in VS2021 I get a normal screen, go figure !!

No that was not what I was interested in. That is just the properties of proxy/copy video which are created temporarily to make editing of more difficult formats easier (and faster). Once your proxy editing is complete, the changes are applied to the H.265 original videos.
However, your statement about the HEVC Extension makes it pretty clear you have not consciously added it to your computer. No, it does not come with VS 2023. You have to buy it from the Microsoft Store online -- it is only about $10 IIRC. There was also a way to install a free version, and that might work if you are still on Windows 10 -- a Google search would point you in that direction. VLC Player has the H.265 codec, but as far as I am aware VS cannot access it. I don't know about WMP but assume it is similar to VLC Player in this regard since it can play your video properly.
However, if you have not consciously installed the Microsoft Extension and thus presumably do not have it for VideoStudio, that does not explain why you can insert and open the file in VS, even if the color is wrong. From memory, when you don't have the Extension installed, when you try to insert a H.265 video into VS you get an error message saying the format is not recognized.
It is very interesting that different people here are getting mixed results playing your video on different versions of VS -- especially when I know that lata and RobertOZ have the HEVC Extension installed. Like them, though, I can't explain why... I only have VS 2021, 2022 and 2023 on this computer, and your video show and plays properly on all three. I can only suggest you try adding the Extension to see what that does to how your video appears. If not, then I can only repeat that converting the video using Handbrake is a viable if time consuming option.

Well, leave it to me to find a bug in VS2023; add it to the list.
Okay, when i run across this condition in the future, ill simply go ahead and convert it to a MP4.

Another thought.....
Regarding the image you provided showing the Smart Proxy options,
To the bottom of the panel shows the “hardware acceleration” options.
Can you check by selecting the down arrow if there are any other options, you could also try deselecting that option.
Does that make a difference to your sample playback.

I believe this is just another anomaly with VS. If correction is something simple, i will pursue a solution. But it seems its not simple. So, I'll just convert any MOV files that i include in my videos.
