So been testing the trial version and started going back trying older versions from corel's website.
Basically the 2021 version is the best fit for me, without going farther back.
But the buy PaintShop Pro part is showing 2023 instead of the desired and installed older 2021 version.
Anyone know if buying it will it still license the older version???
Would buying PSP 2023 license older 2021 version?

No, if you purchase PSP2023 you will not be licensed for previous versions. In fact, Corel does not sell previous versions once a new version is released. You would have to do a search and possibly find PSP2021 for sale on Amazon or another site. Just make sure if you purchase a previous version that you buy it from a reputable vendor and keep in mind support will be iffy at best.

Thank you Kathy for letting me know.
And I'm no stranger to no support since I've been using PSP7 for editing and PSP9 for photo printing up until a few months ago.
But I like to still dabble with photo editing now and again and recently tried a lot of different competing software that I've found to be lack luster.
