This is for PaintShop Pro 2020 on a Win10 system
My tool options palette with controls for each function -- size, opacity, hardness, etc, varying with the tool -- is no longer embedded as part of my top toolbar but has to be brought up as a floating window each time I want to use it. I have not changed any settings and what I find online -- to drag it to the edge of the window to dock it -- does not work. Can you help me set this palette as a permanent part of my top bar?

The easiest way, double click on the titlebar of the palette.
That will re-dock it where it used to be, no need to drag things around.
As for dragging and dropping. In older versions you dragged to the edge, but in more recent versions while dragging you'll see these docking tabs popup. These appear at the places where a palette can be docked. Just hover over one of these tabs and you'll get a preview of where the palette will dock.
Then just drop the palette on this tab and it'll dock into place.
