I have PSP2021 Ultimate. When I add a new layer, the icon comes up above the program instead of inside the workspace.
I am unable to properly add a new layer using this. How can I rectify the situation?

You could try doing a reset to default to see if that helps.
Are you not able to drag the dialog box and resize it? The OK button is visible so can't you just click on that to add your layer?

No, I am not able to drag it down. I have already tried the reset to default. It did not work. My final option is to reinstall the program. I really do not want to because I have filters installed that I had a hard time installing in the first place. It only does this when I add a new raster layer, too, not when I add a vector layer. I may just work with it for now, until it really gets on my nerves. LOL

It is at the recommended settings (125). I try not to adjust the default settings unless I need to.

Well there's no way to know if it's this that's messing up that dialog or something else without trying. So if you want to try, you have two main ways: 1) Turn scaling down to 100% (text will be smaller). Or right-click on the desktop icon, select properties, select the compatibility tab, and look for High DPI/DPI Scaling options and override them for this one program.
It's not guaranteed to be the answer, I am grasping at straws here, but it's always worth the try. Otherwise contact Corel support and see what they suggest.
Other than that, there is a workaround. Hold SHIFT when creating a new layer and it'll just make the new layer without showing the dialog box. You can then try editing the layers properties after the fact.
