Why is this happening?
What do I need to do in order to create a new project profile? This option is not active as sen in the attached screenshot.

What version of Video Studio are you using?
The image shows 1920 x 1080 which is standard HD for 16:9 ratio yet the properties show “Display Aspect Ratio as 1:1”
Are you trying to set a Project using a square frame?
We can set the correct properties from Settings – Project Properties – New
Otherwise…..
Video Studio 2023 has a Template – Social Media – Square Basic that will set the project properties to:-
MPEG-4 Files
24 bits, 1080 x 1080, 30 fps
Frame-based
H.264 High Profile Video: 8000 Kbps, 1:1
44100 Hz, 16 Bit, Stereo
MPEG AAC Audio: 128 Kbps
From Share – use Same as Project Settings (top left)
In addition -- Share -- Mpeg-4 profiles list 4 square profiles.

Version 2023 Pro, the issue is If I go to project properties new in the edit profile options I enter a name, then on the general tab, in the frame size dialog box User Defined is grayed out and the only selectable option is General.
What I would like to do is 4:5 for Instagram.

Apologies but I did not see any reference to 4:5 video frames. I do not use Instagram so not sure what video is used, is 4:5 a portrait size?
Using DV-Avi we can manually set our frame sizes, using GoPro CineForm Codec may be a good option. Then Share Same as Project Properties.
It seems odd that Instagram would use 4:5 rather than the standard 4:3 or 16:9 sizes used by mobile phones
Do you have a video created to the Instagram spec’, Video Studio may be able to copy those properties.

Instagram can use 1:1, 4:5, 9:16 and maybe some more that I haven't found yet. I wanted to do the 4:5 to get a little bigger format.

It may be easier to use HD 1920 x 1080.
I was able to set the project properties to use DV-Avi – uncompressed to set 1360 x 1080 (5 x 4) frame size.
The problem I had was filling that frame, I guess if I had a camera that recorded to 5x4 it would not be a problem.
From Share I used Mov, (a format accepted by Instagram)
I was able to create a profile to 1350 x 1080, yes the User Defined frame sizes were available.
If you wish to use MP4 then a square 1:1 size would be nearest to the 5x4.

I too have used "square" 1080x1080 reasonably successfully myself, thanks for the Tip there gang.
I might also try to get a 4:5, not sure how to, but clever research there. I got some rounding up of the clip size happen, so keen to know if it does work well for you too.
