PSP 2023 Ultimate, Win 11
I would like to apply adjustments to several selections of a photo.
I have not found whether this is even possible.
Is it? If yes, how? If not, is there some sort of work around?

Not to overcomplicate things, but that depends on what you mean by "several selections". If you mean you have mulitple areas on the canvas selected, the yes. However, each area will be considered part of the same single selection.
There are several methods, but the most common is to set the Selection tool's Mode to "Add" or hold the SHIFT key (shortcut for Add mode) while making your selection. This will add whatever you are selecting to the current selection. Then when you perform a function it'll happen on the selected areas of the image only.
1) Grab your selection tool
2) Set Mode to "Add (Shift)" on the tool options palette or just hold SHIFT 3) Draw our your individual areas 4) Apply an effect

If you want a different adjustment for each selection, promote each selection to a layer and apply the adjustment to each selection. When done, merge all.

I use a regular mouse at work and a touchpad on the laptop at home to do the refine brush all the time. In my opinion the "Refine" mode is meant to be sloppy, overlapping edges so that it can attempt to do some automatic selections. You have several options, including the various smart selection modes of the lasso tool .
Here's a long and boring video (almost 10 minutes) where I got over all of the modes, how they work, and your various options as I see it based on your example. Maybe it'll help.
