I reinstalled windows 10 a week a go and did reinstall psp 2017 and 2022 but non of them have the foreground/background gradient by default.
How/where do I get it for my 2 programs?

I lost that default gradient after upgrading to 25.2.0.58
My corel_06_029 gradient does not have the stair-step gradations like it used to have. The gradient now looks like a fade from black to white.
Here's a image of how the gradient used to look. Does it not appear that way anymore???

Okay, umm......just need some clarification. Is that an "example" of what you expect the gradient to look like? Or is that an actual screenshot of the gradient you're referring to?
Because that's the HSL map on the materials palette, and it looks like that only because you have a mask layer selected and a mask layer is a greyscale image. So it'll look step-laddery on the HSL map. But the actual GRADIENT file is meant to be smooth. It's quite rare that someone actually wants the banding. Banding is usually a result of not being able to represent any colors in-between two colors creating a sharp transition. The banding is most noticeable once applied to an image as it needs to represent all of the in-between colors over a larger space than the swatch panel.

I found the stepping gradient will show if I click the HSL button just below the 'Materials' shown in the image above.

Okay. And that's what I meant in my original question. If the screenshot was a screenshot of the actual gradient, or just an example of the appearance of any gradient that matched what you wanted. It's why I mentioned that in the example you show is the HSL Map on the Materials palette and looks like that specifically because of Greyscale images or layers. It's a color picker in the appearance of a gradient, not a gradient resource which is what most people will think of when you say "Gradient".
