I think this would be quite difficult to achieve, there is no automatic way to scan and remove spots in the way that a still camera may be able to do.
If the area around the spots are static, not moving then it may be possible to mask the spots to replace with a similar / same background.
If the background is moving then almost impossible to change that.
Can you provide a screen shot / Jpeg image of your frame, at least it will give us an idea of what is involved.

I can only imagine that one of the plugin vendors will have a thing for that. Else you need to look at a competitor platform.
Maybe.... thinking aloud here. If however you can build a mask of the sensor spots, try making a static mask and copying the clip to track 2 and applying the static spotty mask to the clip on track 2. Then apply heavy blur to track 1 underneath it, the blurs will shine through the gaps in track 2 if your mask is correct, if not invert the mask. Worth a try if you really are stuck.
