Hello.I would ask you if i can with video studio 2020 or other version to remove a tattoo from video or some how cover it/bluring paint it e.t.c

Yes, you can on all recent versions.
Two ways, but maybe more.
1. use an AR sticker positioned over the tattoo.
2. use the track motion facility: there is a section in the user guide which describes how to do this. Open the guide, and search for "blur" - and you may have to 'find next' several times. but in my 2023 guide takes me to the track motion section about p209.
There's also a track motion tutorial on the Corel VS website, learning tab, see screenshot
