I have a very frustrating problem.
I have edited a video of 40 mins with some custom pan zoom in specific points. The pan zoom is in BMP pics with at least 4 keyframes.
It seems that it forgets the first keyframe while I render or play in preview pane. But what I enter to customize pan zoom it comes back to normal.
After I fixed the second pan zoom in a picture I realized that the first picture which I had fixed creates the same problem again.
It is very very very frustrating. VS becomes unreliable every passing version.

Does it also do this is you instead use customise motion?

Are you able to create a short project containing BMP images, apply pan and zoom till you see the problem.
Share that VSP with us, zip and attach to your post.
If there is a limitation, what do you mean, the number of keyframes or the number of BMP used?
If we can replicate I will pass on the details to Corel Support, you should also do the same, but they will probably ask for a sample VSP.

I have replicated the problem, it appears that the first and last key frame take on the same position / settings
I cannot have a different setting for the start and finish.
You should report this to Corel Support even though I have just brought this post to the attention of VS development team
As a workround using FX Video Pan and Zoom seems to work ok, I have not tried Customise Motion but should be a good option to use.

I missed an important point that the P&Z was set to Static,
this sets the first and last frame to be the same.
However I was able to set/add other Keyframes by double clicking the keyframe timeline and that should not be possible whilst in Static

I have created a pan and zoom effect saved as a smart package attached
I found Pan&Zoom a little awkward to use, for this I used Video P&Z, although I preferred the Customise Motion option as it contained a digital clock so could accurately set keyframe positions.
The effect pans between each face and pauses, so additional keyframes are needed to set the pause.
Note a right click on any keyframe gives Copy and Paste options, quite useful.

I could not replicate any missing keyframes, but did report an issue using the Static options
