damaged or illegally modified error

I just installed PSP2018 on a Win11 setup and all was well. Now I'm setting up a new Win11 setup and I can't start PSP 2018 I just get the "damaged or illegally modified error".

I installed the only update and still it will not start.

These don't seem to apply.
