Hi,
I was alerted at having same brushes at multiple locations. My PS 2023U was a new new installation on a new laptop that did not have an older version of PSP.
1. Which folder is the default when brushes get installed?
2. Should I simply purge one set by overwriting into the other (same set)?
3. Any idea how the duplication occurred?

Starting at the bottom of the list you posted.
Those installed by PSP and most installers will probably go into the ProgramData folder.
Those purchased through the store that don't have a separate installer will go into the "Purchased" folder.
And ones that you make yourself, download from other sources, and export from inside of PSP will go into the top folder the normal "Brushes". Usually, the top folder is the default folder for any resources you export yourself.
In some cases, the brush may not be duplicated but might have the same name. For example if I downloaded some watercolor brushes from a website and then bought a watercolor brush set from Corel's store. I might end up with some brushes the same name but from different sources. So you'll want to confirm the brush head and settings before purging. Sometimes you can simply rename them.
The first place to purge from would be the standard brushes folder if any are in there. Because as stated previously, the other two folders are where Corel officially installs purchased brush packs.

Don't delete the 2023 subfolder. There's no point. Those are created automatically by PSP for anything you create. If you delete them PSP will just create them again.
I wasn't suggesting looking at brush names inside PSP. As I don't think you can see filenames. Though, the name of the brush will match the file name of the brush in 89% of all instances. There are some brushes that use a translation file to change the name.
But if you want to rename, move, or delete brushes from inside PSP you can use the resource manager. Just scroll open the brush head selection dialog, and click on the button underlined in this image Then the resource manager will open. Here you can move, delete, copy, and rename brushes.

I don’t want to see the warning appear that shows duplicate brushes. I am confident they are duplicates.

Whichever ones you want. If you rename the duplicates you'll still have duplicates but you won't get the warning. So if you're worried about it just rename them. Otherwise either works because it doesn't actually matter.
