[x7] rulers in centimeters

I want to use the rulers in PSP to place a line/guide on exactly 0,6cm from the left, and another exactly 0,6 centimers from the right. To do so, I need the rulers, but no matter what I try, the rulers don't seem to display the correct values. My image is 15,1 x 12 cm (width x height), but the numbers in the rulers never get near those numbers.

Am I missing something?

My first instinct is the ruler is set to Inches not Centimeters. PSP doesn't always update this automatically based on the image as it's a general global setting not an image-by-image setting.

Can you please provide the following information:
1) Exact pixel dimensions?
2) Image Resolution (Found under the Image Information dialog)
3) What are the Display units of the Rulers set to? File -> Preferences -> General Program Preferences. Units section, Rules group, Display Units drop-down.

For example, if I create a new image that is 15,1 x 12 cm, set to 118 pixels/cm. I get an image that's 1783 x 1417. My resolution is 118 pixels/cm. And by default, it sets the ruler to Centimeters. But if I change the ruler units to Inches the maximum numbers I get are almost 6 inches wide and almost 5 inches tall. Putting the maximum number very small.

In Preferences/General Program Preferences/Units/Rulers/ set the Display Units in Centimeters.
In the image, click on the Guide anchor and set the value to 0,6:

the units were set to pixels. Although I thought I changed them to centimers (but turned out it was only raster and guidelines)
