HEVC vs VS2023 Ultimate

Hello,
Can somebody please explain the minimum requirements for VS2023 to encode the videos with HEVC (H265)?
I was able to encode with 2022 version without any problems, now with 2023 seems I am unable to as per the error below:

I find it super confusing as I am unable to encode any videos with the format I want.
Having a pretty decent laptop (HP Omen 15 2021 with RTX 2070 and I7 10th gen + 24GB ram) I deserve to be able to encode what I want, right?
This is very irritating, as even the message itself does not say where to go for the "requirements" section itself.
Pardon my annoyance, but can somebody have such knowledge how to overcome this error?

Can we assume that you had VS2022 on the same computer? Can we also assume that you had installed the Microsoft HEVC Extension on that computer?

Absolutely yes.
Hevc option is available under mp4 output, but when i select it it throws an error.

Right now im having this weird issue where everything works smoothly while editing in proxies and then randomly it appears the proxies go away and my project crashes. Its only when i try to view a h.265 gopro video.

Hello again,
I contacted the Corel Support and they asked for a clean Nvidia Studio driver reiinstall.
After reinstal I am abel to encode the videos without problems.
