Brightness problem

I cannot reduce the brigthness of a section of video. See attachment. When I play it nothing happens. How do tell VS what to do from there.

When you say "section of video" is that a clip in its own right in the project, or just part of a clip? If its a clip, have you tried selecting that clip so that immediately below the preview screen "Project" is no longer blue, but Clip below it becomes blue. And then apply the reduction in brightness?

If it is a section of a larger clip, have you tried cutting the larger video at the start and end points you want reduced in brightness, and saving that section as a separate video clip, and applying the filter to that?

What I want to do Ken is to superimpose a second clip over the top one so that they both show up with the second clip reduced in brightness.using the yellow line.
I just figured it out-no problem now.
