Is there a way to edit a frame mask or can I make my own, I looked but could not find where the are stored on my hard drive

You should be able to make your own by using a photo editing program.
Using Adobe Photoshop *.psd files can be used in VS.
The frame mask F04 the car used in VS 9 is located here
c:\program files\ulead systems\ulead videostudio 9.0\samples\decoration\f04.tif
Drag a mask to the timeline, right click select properties for Name.

Well that did not work
Ok I put a mask photo into the image folder but no go I pretty much mimicked what they had done with a bmp but the program did not pick up on the photo

The program has probably got an ini file somewhere controlling the bmp’s from M01 to M21.
But if you make a copy one of the Bmp’s (copy of M01)
That will preserve the file.
You could create your own frame (bmp) and save as M01, that will over-write the existing file and should show in the Chrome Mask.
You can always revert back using the ‘copy of M01’
