Using PSP 2023. Re the Color Changer tool:
According to the User Guide (p. 175) "For realistic-looking colors, set the Saturation value (in the Material Properties dialog box) closer to 100 than to 255 (full saturation)."
I realize that in the Wheel option, moving the Color Indicator closer to the outside of the wheel increases the saturation, but I don't see where the Saturation numerical value is shown. (And if I understand correctly only the Wheel option, not Slider or Swatch, allows control of Saturation.) Am I missing something here?

Use the sliders view not the wheel view.
Or, first set the sliders to 100 Saturation, then go to the wheel view to get a feel for how far away the wheel needs to be from the center to get close to 100 Saturation. Then just aim for that distance, clean up in the Sliders after you've gotten close to the color you want. It is fiddly but it doesn't have to be exactly 100 saturation, just not full 255 saturation. It's okay if it's off by 20-50 points. Just so long as it's not drastically vibrant.

Thanks for your comments. As you indicate, it seems to come down to fiddling with the colour settings in both the Wheel and Slider views. E.g. "Eyeballing" the position of the Color Indicator in the Wheel view roughly half way between the center and the outside, and checking to see what values that produces for each of the RGB channels in the Slider view, adjusting if warranted.
The documentation as currently worded seems to indicate that a single numerical value (as opposed to values for each color channel) for Saturation is shown somewhere in the Material Properties dialog (I expected maybe in a "bubble" over the eye-dropper cursor when moving the Color Indicator in the Wheel view), but that doesn't seem to be the case. I.e. In this case there appears to be a bit of a disconnect between what the User Guide says and what is actually shown/available in the Material Properties dialog. Probably not a big deal here given (I agree) that exact precision isn't necessary. I just found it a bit confusing at first looking for something that isn't there.

Agreed that it's confusing. It appears to be written for the legacy Materials Palette. To enable it go to File - Preferences - General Program Preferences - Palettes and check the box for Classic Materials Properties.

Thanks for this further info re the Legacy Materials Palette. I didn't realize that feature was available. In reviewing that, I realized that what I had missed in all of this was the colour model I should be using for checking the Saturation level. While (with the regular Materials Palette) changing from RGB to HSL in the Slider view in Materials Properties shows the specific numerical value for the Saturation level, the Legacy palette allows it to be seen at the same time as the RGB parameters and colour wheel, which can be handier at times.
So this whole discussion has given me a better understanding of how I can use the Color Changer tool (and perhaps other tools) to achieve desired effects.
