I have just installed PSP23 and it is immediately extremely slow and lags a lot when changing tools.
I was previously using photoshop elements 2020 and had no such issues. I also use PSP21 at work which is slick and responsive.
PSP23 is quite slow to load but not unacceptably but once I have a file open, just using any of the tools is really frustrating. It takes a second or so to change tools and resizing even very small images (81kb) takes around 30 seconds.
As its a fresh install I have not tried resetting but I have restarted my laptop properly and saw a fix on the Internet about modifying the 'hosts' but this made no difference. I have tried enabling and disabling hardware acceleration as well.
I am not using any other programs at the same time. No other programs have this issue even when editing very large files (100s mb) in photoshop. Very disappointed.
Any suggestions gratefully appreciated.

Hello and welcome to the forum.
Even though it's a fresh install, I would still try a reset as it will correct anything that may have been corrupted during installation.
Here are the instructions in case you need them.

You say resizing images takes 30 seconds. Are you scaling up or down? If you're scaling the image up, Make sure it's not set to the AI resize method. That will be really slow.

Hello Edward_H,
I'm Joseph Lin from the Photo team of Alludo. It's sad to know you had a bad experience with the PSP2023 operation. Basically, it should not happen if other photo editing applications can work well in the same system.
The situation is weird for us. Since I cannot get an idea about your system specification. Would you mind sharing it with me for reference? For example: CPU, RAM, Storage, VGA, and OS... It can help us to clarify if the performance issue is related to the system or not.

Re: Paintshop pro 2023 slow and lags
I am having issues with resizing my photos too. They will down size quickly but it has taken anywhere from 5 to 14 minutes to up size. When 2023 Ulitmate was first installed, it worked. I have done everything suggested except uninstalling completely.
Has there been a solution to this yet?
