my notebook works offline. I installed VideoStudio and clicked "+". A blank area in editor showed.
But, what has to be shown? thanks

I would think that if you have customized one of the other titles and wanted to keep it for use in future projects, you would click on that + sign to add it to the other titles showing in that library page. You would give it a name and save it. Then, in future projects, you could select that one if you wanted another title using that font and doing whatever you customized it to do.

The + symbol takes you to the Welcome screen Store / Titles where there are some free packs along with a couple to purchase.

So it does! I should have tried it before posting my response above. You learn something new every day here!!
The Customized Title add + sign comes under Custom in the Titles library. See attached image.

Yes, start by selecting the “T” then type characters on screen.
The options panel should be showing as my image
Modify / set the options for Font, Styles, Border, Shadow etc.
Play the effect on the timelines.
Once complete drag the title to the library as a copy, you can also right click the title clip for “ Merge and Save as Template” – Not sure what merge does?
I have added a VSP as a quick sample, opens with VS 2022
