Lately UNDO is failing often, just now I could not UNDO a vector move of a few selected objects: lines & rectangles. This is not limited to vector layers.
Possibly started or worse after applying the Expand/Contract Hotfix, but I am not positive about that!

I have been unable to determine a consistent pattern, but it may be related to selections promoted to layers. PSP behavior with layers has changed (in 2023? or perhaps earlier?). Some actions could not be undone previously, but I have never seen this message before PSP 2023.
This failure is happening to me frequently, so that complex photo touch up has become a problem. Sometimes the action even appears to have been "undone" when I see this message, but usually the UNDO fails.

OK, just now I was trying to decide whether to keep a change to the saturation on the Background layer of a photo. I had one promoted Selection layer already, then selected another section & promoted that to a new layer in order to "protect" that from the changes I wanted to try. So on the Background layer I made a couple of changes using Vibrancy & Smart Photo fix. Then performed a Merge Down on the layer most recently promoted (Promoted Selection 1 in the Layers view of the attached screen shot).
I then tried to decide if wanted to keep the original Promoted Selection, flipping it from Visible to not visible several times. At this point I wanted to get the back the second promoted selection layer Promoted Selection 1, and I tried to UNDO the Layer Merge Down. This generated the error popup "Unable to complete ... Internal Error... Cannot Undo... command that failed was: Layer Merge Down". I clicked OK to close this, and decided to just try it again, so clicked on Layer Merge Down Undo.
This time no error, and a layer labeled "Promoted Selection 1" was created, BUT it is now a complete duplicate of the Background layer, NOT the much smaller selection originally promoted. Therefore not useful. The History panel shows the commands as greyed out.

I am getting this now with PSPro 2023 Ultimate. I have used PSPro for years, since the very first version, and have never seen this issue. It's random, I click undo and after 3 or 4 undos,nothing happens. I go to History and there are still actions in there, when I go to click a few down, I get that error message.
Has anyone contacted Corel about this?
