Help! Vector layer cannot be moved or resized! Why?

So, I am trying to learn how to use PSP for more than just image enhancement. I have another editor that I have used for over 20 years for graphics creation, but it is old and obsolete. It is only a million time easier to use than PSP though.

I am trying to do a very simple process of adding text to an image. I want white text on a solid black background. This should be simple, but not in PSP. If I create text directly on the image, once I click off of it, it becomes imbedded as part of the image and uneditable after I click off of it. So, I have found that I have to create a new vector layer, and then put the text on that. But then I have the same problem with putting text on the image. The Text become embedded in the vector and if I later I want to edit the text, I can't. So I have to create a third layer just for the text. But for some odd reason, once I create this third text only vector, it is completely unmovable. If I use the pick tool to move it or resize it, it is like it is on a rubber band and it just returns to its original size and position.

There may be an easier way to do what I want, but I have not found it, and that is saying a lot, since I have been using PSP for over 10 years. All I am looking for here is an answer to why the TEXT vector is unmovable and how I can make it not so. If you happen to know an easier way to do what I want, I'll take that too.

Because you've linked it to the vector rectangle beneath it. By default PSP doesn't do text wrapping, so they added the ability to do text wrapping by using a selection or another vector object as the bounding box and wrapping text within that bounding box. So here are the basics.

1) Move the vector rectangle, not the text. The text being attached to it will go along with it.
or
2) If you already have the text object, scroll open the vector layer with the text object in it, right-click the text object and select "Detach Object from Path" You can now move the text freely.

To avoid this in the future, hold the ALT key before clicking on the canvas to add the text. You'll see the text icon changes when you hover over different parts of the image. Normally the icon looks like a Crosshair with the letter "T" in the bottom right corner. This is the normal text mode. But if you hover over a vector or selection you'll see it change to a crosshair with a [T} in brackets to indicate you're going to attach the text object to the vector or selection as a textbox for text-wrapping. Holding ALT prevents that. LIkewise if you hover the text tool over a vector's edge you'll see it changes to a T on a curve. This attaches the text to the curve of the vector object as the text distorts along the curve for fancy effects. Holding ALT also prevents this.

You can also, just create your text in a blank area of the image, and then move it where you want it.

Also, quick note. You don't need to create a separate vector layer manually, so long as the "Create As" mode is set to "Vector" it should auto-create a new vector layer if you don't already have a vector layer created.

Thanks for the help. I did not understand everything you said, but the "Detach Object from Path" thing work to make the text movable, but it still remains unresizable. I cannot resize the vector. Even increasing the font size will not expend the vector to fit, it just squishes the larger letters together inside the vector. This is way more complicated than it need to be.
