I got this message in 2022. I closed everything but psp, and still got the message.

32-bit can only access so much memory, though most of the time it's more than enough to do most things, it all depends on what you've been doing. While I can't guarantee any of these suggestions will help here are the things I would check first.
1) Turn on Scratch-disk if it's not already turned on. I believe it's on by default these days but just double check. File -> Preferences -> General Program Preferences. Display and Caching. Turn on Scratch disk.
2) If you haven't already, turn off saving edit history. Also in general preferences under "Miscellaneous". People who do a lot of brush work or textures and patterns can quickly build up a giant history of information that gets stored in RAM and later in the file after you save making the file huge. It can also reveal sensitive information accidentally. Unless you need it, it's recommended to turn it off.
3) Save your image as is right now, and restart PSP. Hopefully the changes will make it workable. If the saved PSPImage file is huge you can try running my History Remove script - https://forum.corel.com/viewtopic.php?t=64207
It creates a copy of your file without the saved history. Which, depending on the size of your history information could be a lot or very little.

So how big is your image and what is the function you're trying to perform?

I have it in the regular list of effects. All works fine in my psp 2019, so I guess all the dll's are there.

I got the same error message today in PSP 2023 64 bit and I have seen it in the past. I have 32GB ram so know system memory is not the problem.
If I recall in past errors it was always related to a selection or inverse selection on the image which I was not aware of.
That was what happened today. I had an image in PSP and I meant to do my normal screen capture using my browser but instead I made a PSP selection and then clicked copy.
The error appeared.
I then realised what I was doing. I had made a selection on a levels adjustment layer and was trying to copy it.
As a test I left the selection and used Copy Merged and there was no problem.
I then removed the selection and just used Copy on the Levels Layer and there was no problem.
As a final test with all selected I tried Copy on each layer in the image and there was no problems until I tried to copy the Levels Adjustment Layer and the error reappeared
So perhaps you have a selection or inverse selection on your image or it is the layer that is causing the problem.

I tried it your way and it copied fine. I do have a selection on a promoted layer and one underneath.
But, I want to do the effect on the image with the selection.

Are you wanting to do the effect on the part of the image that is selected (so that the rest of the image isn't affected) or the part of the image outside of the selection so that the selected area isn't affected?
One workaround (assuming it is the selection marquee causing the issue) would be to first promote the selection to a layer then save the selection marquee to an alpha channel then delete it. Now you don't have a selection and you can apply the filter to your choice of the new layer or the previous layer as desired. Then merge the upper layer back down into the layer it came from. That way you would have the filter effect showing on whichever part of the image you wanted it on. And if you need the selection marquee for some other reason you can then recall it from the alpha channel.
As I don't have that filter I can't experiment to see it that works, or perhaps I misunderstood the issue and my suggestion wouldn't be feasible for your needs. Just a thought though.

I wasn't trying to copy your steps Leslie, or use the filter. I was just commenting the error popped up for me today and from what I could see it was related to the selection and perhaps the layer I was on that I tried to copy.
I feel sure always in the past when I have got this error it has been due to a selection and when I selected None, whatever process I was trying to do would work.
I will open my PSP 2021 32 bit and see if there is an issue for me with that filter.
