Where are my New Brushes, that came with my PSP2023 UPgrade?

I can't locate them in PSP 2023? I paid for them where are they?

Well, much of the info was pretty old, and what I read was tricky for me to understand. I was hoping for a straightforward - "Go here and click on this." Type of direction.
When I click on Brushes I was expecting to see all the new Brushes I'd purchased. Not an unreasonable request?

First what do you mean by brushes you paid for? Is this a separate download like a pack? Or do you just think it's supposed to come with the brushes by default?
Try this, go to the Home tab, look at the store and filter to "My Library". If you don't see any downloads go to Help -> Restore Purchases. Put in the email address you gave when purchasing the software and see if it finds them.
If that doesn't work, go through the emails sent to you on purchase and see if there are additional links. There may also be free items in the store like the Creative Content Pack that comes with most versions of PSP

I paid for the UG. I got the UG and, amongst other opportunities, it came with a DL for Brushes. I DL-ed and installed that too. The Home tab is the little tab in the top centre of screen. It has a little icon that looks like a house -- hence "Home" tab. See red arrow in screenshot attached.
And if you click on that, you will get the Welcome screen, with a list of menus on it. One of those is the Store -- see green arrow in the screenshot.

OK, some detective work needed by me. I DL again the Brush Bundle:
PSP2023_PE8_BrushBundle.exe
I then Installed it. Now, where do I find the Brushes I installed from that Bundle?

When you click on brushes there should be a category called brushtip_2023. If you don't see it, try closing and re-launching PSP.

Just realized the brush pack you installed is for Painter Essentials 8 so those brushes will not show up in PSP. Have you installed the Creative Collection? Also, go to the store on the home tab and filter by "free" to make sure you are getting everything.
