I want PaintShop Pro 2023 to always open in Edit mode.
The answers I find via Help do not work, so HOW do I set PSP 2023 open in Edit mode?

It's fairly simple, though this assumes you have the Complete workspace already open. Go to File > Preferences > General Program Preferences > Tabs and select "Set Edit as default". See attached screenshot.
This will also work if you are in the Essentials workspace.
