Yes, that's basically what's occurring. However, I cannot reselect the bottom layer. Just so everyone knows, I just gave this thread link to support. Hopefully she'll pop on here and read through it, as well as download the videos to watch for herself. She requested a current file I'm working on, but it doesn't matter which one I sent her, since it's happening with every PSPimage I have created in previous versions or create in 2023.

Hi, Just wondering if support addressed this issue. I have the same issue, as well, I deleted a layer by mistake, and I had selected a new layer. I could not undo, as the undo just kept repeating the layer selection. I could not get the layer back. Also sometimes when I hide layers, then request them all to be shown again, not all come back. When I select the one I need to appear, the selection goes to the layer either above or below. I have the newest update, so I think there is a big bug here.

I have the same layer selection problem. I only started working with PSP 2023 this week. I turn off one layer but it can do it to a different layer. Same when making a layer visible, at times it makes the layer above visible as well. Sometimes when all layers are hidden the image still shows. Having to waste so much time clicking through layers to sort the mess. If it wasn't for the fact I like the layer mode preview I would go back to 2021 version.

I am looking at my PSP window now with all layers "hidden" but the contents of two of the layers are still displayed! I thought this might be due to my recently installed hot patch, but it seems unlikely if others see the same problem.
This is not the first time I have seen oddness with layers maybe disappearing or not getting hidden, but I was unable to reproduce or be quite certain. But this is more than obvious: I have only four layers, all hidden. There is no background as it has been promoted to a raster layer. Two layers are properly "hidden" but then I tried to hide a third layer but the layer contents were still displayed. I selected the last layer marked as visible and I still have the contents displayed.

OK... I was checking my Keyboard Shortcuts. All were still in place except for Layer Level Viewing:
View Current Only - Gone
View Invert - Gone
View All - Gone
In the Menu for assigning Shortcuts none of the three above, which I had previously Assigned, were still assigned. Yes, I can Click on the Icon for them and they work, but not the Keyboard Shortcuts. I've now got back my Shortcuts, by reassigning my Keystrokes Commands in View>>Customise>> Keyboard Tab. However, this leaves me with the unsavoury prospect that the mechanism for Layer viewing had gotten corrupted. If that is the case for me then there's the possibility this could hold true for Users.
What is also missing are my Navigation UP and DOWN Keystrokes for Layer Levels.
