Here's my recommended steps:
1) Reset
2) Check if problems are fixed
3) Reload workspace regardless of whether or not the problems are fixed.
4) If the problems were fixed but now reloading brought them back, reset again and build from scratch.
5) If the problems weren't fixed, I have no idea what else to try. But reloading the workspace can't do any more harm.

The only time you shouldn't reload the workspace is if it's from a previous version of PSP as that could introduce oddities. As I said workspace files are just registry files so PSP doesn't do any sort of conversion when loading them in, and if something big changed in how they do the UI or added functions those start getting weird.

Unfortunately an exercise in futility...

Re Set PSP2022 back to its Default state. (It really was).
Started the configuration from scratch, progressed through various aspects, then added my two personal toolbars in View-Customize.
Populated the toolbars with my required tools.
Saved the Workspace.
Restarted PSP and the multiple toolbars were there again. :-(

Also the unwanted filepaths in File-Preferences-File Locations were again undeletable.

So after all that work, nada!.

When I have any time to waste in my dotage, I like a challenge now and again.

Reset PSP2022 back to its Default state again.
Set up all the configurations again.

As you'll note from my last reset posting, there really does seem to be a BUG in PSP relating to User toolbars, so this time I didn't create any user toolbars, instead I just added my required tools to the existing toolbars, and that went okay.
Saved the workspace and on the PSP rerun it all functioned okay.

I haven't yet changed all the filepaths in File Locations to point at my preferred place of storage, as I think the old man has done enough for today and needs a rest.
That joy of joys will come tomorrow.

Though existing ones are still undeletable.

That is why I said don't recreate the workspace until you found out if the reset worked for the file locations. It's a waste of time.

From here the only other option I can think of is a full-uninstall followed by the cleanup utility mentioned previously, and re-install. Keep a copy of your saved workspace file so you don't have to go through the hassle of having to recreate everything from scratch.

When I make some workspace customization, I save it under a different name (usually PSP version + date and hour).
In the preferences, I check Keep Last View:

But not forgetting, the creation of user toolbars didn't work either.

I think if I did uninstall it, clean up and then reinstall, the same thing would happen again.
Probably easier to ignore it and get on with some work.

Well! As I've gotten PSP2022 into a usable state I didn't want to do anything to mess with it again.

I went to my older PSP 2018 which has the same problems and completely uninstalled it, then ran the Cleanup tool for it.

Reinstalled PSP 2018 and did a little configuring, like creating two user toolbars, put a couple of tools in each and that was okay.
Save the Workspace, then closed down 2018.

Restarted 2018, looks okay, went in to View-Configure-Toolbars and there it was, multiple second toolbars. They were as previously noted not deletable.

But did you save the workspace with a different name as Jean-Luc suggested? Whenever I change my workspace I do as Jean-Luc does, renaming the new workspace by simply adding the next incremental number at the end of my initial workspace name. That solved the issue for me a long time ago when I was having an issue similar to yours.

Ax, I've never had that happen in any of my PSP versions. The only difference between what you described and what I do is I only make one custom toolbar; not two, and I also customize one of the standard toolbars. And as Jean-Luc and JoeB mentioned I too save my workspace with a unique name.

In my testings, one user toolbar didn't cause a problem, but adding a second did... And was not recoverable from.
However my installs now don't have a user toolbar, I've just added my requirements to other default toolbars.

With regard to Workspace saving, I did kind of save as a different name, but not in any disciplined way, but since I reset 2022 and reinstalled 2018 yesterday, I have started added a numeric to the Workspace name at each save.

I've now done all the configuring I intend to do with PSP 2022, thought I'm very annoyed I can't delete all the pointless File paths in "File locations" I don't like, (Expletive) untidy messes. :-/

For information...Quick aside footnote.

On another machine with the same Win 10 Pro OS I have another PSP 2018 installed, so I thought just for fun, I'd see how that one was doing.

No problem with own User menu bars in Configure, just a single entry for each one.

No problem deleting the unwanted entries in the Preferences-File associations.
When deleted they stay deleted. :-)
