Pick Tool functions have been lost

I'm using PSP 2020 and have lost ability to resize an image symmetrically with the Pick Tool. I'm not aware of having changed any settings but when I select the tool now it appears with only corner handles, no side handles, and each one trapezoidally distorts rather than resizes the image. Rotate and move functions remain the same.

Any advice as to how to restore this function would be appreciated, thanks!

Look at the tool options palette, is the mode set to Scale or something else?'
