Autofill deleted selection with right click color

I need some help with the most basic function. In every previous version of PSP any time I deleted a selection it replaced that selection with the color that was selected for right click of the mouse, and I would simply select no color if I wanted that selection transparent.

But in this new version 2023 Ultimate I don't have a choice, it's always transparent, and it's very time consuming to have to fill that area separately.

I can not for the life of me find any option to force the deleted selection to leave the right mouse selected color in it's place.

Any help would be appreciated.

If the layer is a background layer it'll fill with the background color, if the layer is a raster layer it'll fill with transparency. I've never had it choose color or transparent based on whether the background color is turned on or off.

That's it. Thank you.

I must merge layers early on in edits which turns them into background layers, so I have just not noticed this difference in the 2 layers.
