Hello.
It's possible to open image as new layer?
The new image by opening must be created a new layer in the current image, but not as new tab.
Similar as GIMP Ctrl-Shift-O.

No, you cannot in PSP.
You must open the image as separate image, do a Ctrl+C (Copy) and 'Paste as new layer' in the destination image.

So...there's more to the story.
First, there is no direct equivalent to Gimp's Open as Layer inside PSP, that's correct. Cassel and I made a script years ago (linked by Kathy_9 above) based on scripts that come with PSP already to simulate this function (because a friend of mine at the time complained it didn't exist). However, at some point Corel technically added something similar to Open As Layer. It's not an equivalent, but it's close. And honestly I should update the Open As Layer script to take advantage of this.
PSP has drag and drop as layer option. If you drag an image from Explorer, or the Organizer Palette inside PSP, you can drag that image onto the layers palette and drop it into place as a new layer. I've even done this in the past from Chrome. After downloading an image I was able to drag the image from the download bar at the bottom of the browser into PSP and drop it onto an existing image's layers palette to make it a new layer.
But if you literally want to use the Open File dialog to choose your images and add as layer, use the script Kathy_9 linked to.
