Error message when installing PSP2023

A friend from the now defunct PSP groups is having problems installing PSP 2023.

This is what he wrote:
"The problem with PSP is that while installing I get the message ;

'Error 1317. An error occurred while attempting to create the directory
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Corel PaintShop Pro 2023.'

And the install stops, only one thing to do is cancel the installation.

Looking for the folder 'Corel PaintShop Pro 2023.' I noticed that the folder doesn't exist.
I decided to make that folder myself before the install but still the install procedure hangs
at a certain stage with an error.

I searched the web for a solution but did not find anything helpful. It's all about the
64 bit version of PSP"."


Any solutions I can pass on?
(I have stuck with PSPX9 so have no knowledge of the later versions)
