I am a "new" user. Used Jasc paint shop years ago.
So I am encountering a baffling situation, if I create a new raster layer, click on it ( to make it active) and make any edit, a new vector layer is created (and the original raster layer is no longer active, but the new vector layer is). This happens every time I make a change.
I did a search and cannot find any thread, or a layer tutorial addressing this.
Am I missing something, a setting, or something I am doing wrong?

Which tool are you using to make your change? If it's a vector tool (pen tool, ellipse tool, symmetric shape tool, rectangle tool, preset shape tool, text tool), they will default to creating a vector layer. The text tool has a mode drop-down menu that lets you determine what kind of result you get once you're done editing the text (Vector, Selection, Raster Image in Floating Selection). The other vector tools have a checkbox "create on vector" or "create as vector" which if selected will create a vector layer. If not they will let you create shapes but as soon as you click away or accept the changes they transform into rasters and get merged with the current raster layer overwriting any data that was on them.
If it's not a vector tool, like the paint brush, and you're getting a vector layer, you can try resetting the program. There might be a corruption in the workspace. Just close PSP, then hold the SHIFT key and double click the icon on your desktop. It'll ask if you want to reset the program to factory defaults. This will wipe out any workspace customizations (toolbars, keyboard shortcuts, palette size and positions. So it's recommended that you backup your workspace first by going to File-> Workspace-> Save to save a copy.
