Total newbie needing help
Hello, I am totally new to photo editing and need some help, I have a few screenshot from a security camera of a car that's not very good quality, I was hoping to covert the picture to a higher resolution so I can email it to the police as it was involved in a hit and run accident, before I try can it possibly be done, I am hoping to see the make of car and possibly the licence plate number (which is totally blurred) many thanks Sue.

Welcome to the PSP web board. I am sure there are a few members who are far more experienced than I who will be able to give better advice.
The perceived sharpness of an image can be increased by a few methods (unsharp mask, local contrast enhancement, clarity, edge detect etc.) but success will all depend on the desired information being in the image.
It is all about the signal to noise ratio. If the image is too blurred the 'noise' swamps the desired signal - the registration number etc. In the real world, and unlike Hollywood movies, you can't zoom in endlessly and sharpen a single picture to UHD quality! It just becomes blocky.
The sharpening tools can be found in the Adjust menu of the Edit workspace window as is clarity in Brightness & Contrast->Fill Light/Clarity. By the way, the Add/Remove Noise tools are more related to camera sensor noise. In the Effects menu of the Edit workspace you will find the Edge Effects.
Returning to the signal to noise ratio, if there are several images - e.g. frames from a video - it may be possible to combine the images to improve the s/n ratio. The eye-brain combination often does this when looking at movie footage. The moving image appears sharper than individual frames.
Normally I would suggest posting the image(s) to get help. However, depending on the jurisdiction, there are moral and legal hazards with anything that might be used forensically. (Data protection laws, chain of evidence, admissibility of evidence from altered images, alleged guilty party taking action to suppress evidence....)
If you do decide to share images you will certainly get better advice. Which ever way you go, good luck.

Hello, many thanks for your reply your help is much appreciated, I have been busy watching tutorials but I will most certainly be following your instructions, I could post the image but i'm not sure how to, many thanks once again Sue.

I suggest that you do NOT make any adjustments to the original of the image but give the police a copy of the original first. Anything you do could be alleged to have falsified some information. The police, should they desire, likely have people who can do a better job than you of improving the image and methods of preserving chain of evidence. You can, of course, do what you want to a copy.

Hello, many thanks for your help, these are the photos we have, really of not good quality at all and a little stretched out but that is unfortunately all we have, the registration plate number we really need but even if we could be sure of the make and model would be a start, thank you so much for your help, it is very appreciated, Sue.
