I've tried to import a couple PSD resume templates but it won't edit them or remove text to write over.
A resume template file made for Paintshop Pro would be awesome.

PSP only supports raster data in PSD format, so to erase text you need to use the paint brush set to the background color and draw over the existing text or use a selection and the fill tool to quickly wipe out an area
Then you can use the text tool to write in your own text.
Or, and this might sound crazy, use an actual text editor like Google Docs, LibreOffice Writer, or Microsoft Word (two of those are free) those tend to have resume templates.
