how to resize a selection to the size of the original photo?
Been trying on my own to figure out this question for several hours of experimenting with PsP and reading user posts for resizing selections. Nothing has helped to this point. If there is something I could try, I would appreciate any suggestions.

Can you explain exactly what you're trying to do? Or what the situation is? What do you mean "resize a selection"? Resize the selection outline, or resize a selected pixels?
Like do you want to make a selection and then promote that selection to a new layer, and resize that layer to fill the entire image? Or do you just want to take an existing selection rectangle that you made too small? That can be done by using the Edit selection mode and pick tool or just replacing the selection by hitting CTRL + A to get a new selection that's full size.

The process i've been using is to make a selection, cut and paste as a new image and then try to enlarge the selection up to the original grid line

I'm still confused what you mean by enlarge selection to the original grid line. If you've copied the selection to a new image, so it's actually its own document, just use the resize command and set the pixel value to match the original image. The new image will now be the same size.
Another option, if you want, is to duplicate your original image. Make a selection. Copy it. Hit CTRL + A to select the whole image then go Edit -> Paste Into Selection. It'll auto-resize the copied selection data to fit inside the new selection which is the same size as your original image.
