slow scroll with selection and slow resize

Upgraded from 2019 to 2022 and now I have these two annoying issues.

When using (rectangle as standard, didnt try another) selection tool to grab part of an image while zoomed in, scrolling the off screen part of the image across into view is very slow. Is this a thing that is adjustable now or is something wrong ?

Shift S to resize comes up and if it set as I wish, I press enter and nothing happens. So I do it again and then it does it very slowly. (progress bar) I understand the bigger the image and complexity of layers does slow it down but that's not the case here. Resizing a 1 layer 2K image is taking way too long.

Are you sizing up or down? And what mode are you using when resizing?

Ah, I have just seen the AI vs Smart Size settings. It is on AI by default I take it even if the box is unticked. I switched to Smartsize and the resize speed was instant. That was sizing up.

Hmm, When resizing down on previous versions, going back to jasc psp 5, I always used printscreen for ease. with a rough calculation on percentage size.
