I am sometimes uncertain how effective the Soften Brush is; at 100% it still a pretty light touch, and you need to really zoom in to see the results on a photo.
But today I used the Soften Brush on a promoted layer, and notice that it seems to be more of an ERASER BRUSH, and to erase completely at 100% & continuous in the current layer, when I have "use all layers" checked. This was a bit unexpected!
Without "use all layers" it behaved as I expected: creating a very delicate blurring.
One might expect that use all layers might somehow combine them... but I don't think that is happening! Can anyone tell me it this is the way Soften Brush has always worked? Perhaps that box should come with a warning!

This is most likely not normal. At least it doesn't work that way for me. You may need to reset PSP. That's the usual advice when a brush goes wonky.
