I'm trying to work out whether the sound effects library in VS2021 are royalty free and free to use for videos to upload onto Youtube?

Open the EN.rtf file in your VS folder, it's the EULA, then read about
"ADDITIONAL TERMS APPLICABLE TO USERS OF CLIPART, STOCK PHOTO IMAGES, VIDEO CONTENT, AUDIO CLIPS, FONTS AND SAMPLE CONTENT"
