Is it possible to create a 360 photo from a panoramic photo and if so how?

With weird caveats and everything, technically the answer is Not in PSP. PSP only offers some basic 360 photo editing tools but not much else. And it refuses to convert regular images into 360 degree photos.

A 360 photo is just a flat photo of a highly distorated area that when unwrapped in a special viewer lets you see it in 360. Literally any image can be unwrapped in this way (it'll look ugly but it can be done). The big part is that it has to be identifiable as a 360 photo. EXIF Fixer is a program that is supposed to be able to add the metadata to turn any image into a 360 image....maybe. - https://exiffixer.com/app.html Should note that I've never managed to get PSP to recognize images edited by EXIFFixer as a 360 photo. Though it is supposedly how some have edited photos for use in Facebook.

There is another option but it would only work for PSP and is annoying to do. So no point in doing it.

You can of course use PSP to make a panorama from a 360 image. But as Levi says, not the reverse. There are a number of good programs out there for editing 360 images, though I tend to stick with the now rather old Cyberlink Action Director which works well for my needs and my old Samsung 360 camera...

I also find my Huawei mobile phone can take excellent panoramic shots with one of its 5 dedicated cameras; and you can make them at various widths...
