Doesn't work with new monitor

I got a new monitor. Now when I try to make adjustments the dialog box that opens is small and doesn't allow me to change anything because the adjustments are out of the box.

4k monitor? Do you have windows scaling turned on?

In case it is a 4K monitor, I have one and have to not only use Windows scaling, but for PSP I also have to do this: right click the desktop icon for PSP and choose Properties. Go to the Compatibility tab and look down towards the bottom of the tab. Click on Change High DPI Settings. Down at the bottom of the new page, tick the box beside "High DPI Scaling override". And below that in the small window below "Scaling performed by:" choose System. (Make sure you don't choose System Enhanced as that can change other things.) Then OK your way out.
