Is there a way to "blue up" this sky?

When I process this video, I enhance it using the Mercalli plugin, but the sky is still dull. Can I up the blue w/o blueing the rest of the video. Thanks.

For Photos yes. You can even change the sky using Photoshop Elements. For video not to my knowledge.

You can try filters such as Video Tuneup and colour correction. However, the sky doesn't appear to have been really blue, so you may want to investigate masking and substituting with a blue sky and white clouds.
