resize and rotate selection

Hi everyone
I am struggling to simply resize, then rotate a selection of an image
Can anyone please give me some advice on how this is done?

It you are talking about the selected pixels you need to either float the selection or promote it to a new layer first. Floating puts the data on a temporary layer that you can use to work with, move it, etc before merging it back down onto the original layer overwriting the data underneath. Most commands like the pick tool should auto-float the selection when you try to make edits. Or you can manually do it by using the shortcut CTRL +F

If you mean the selection outline itself and not the pixel data then you need to go into Edit Selection mode and use the pick tool to do the resizing and rotating. You can find this mode either on the layers palette (button looks like a paint brush over a selection marquee) or by going to the Selection Menu and finding the Edit Option. Please note this mode also let's you paint a selection using white to select and black to deselect an area and will show the selection using a ruby-lithe overly. (Selection will look red)

I managed to do it using the frame tool in a new layer. it allowed me to resize it and rotate it
