effects image effects offset
Hi, I cannot remember how to set an image effect offset "ruler number settings" ie... if i wanted to tell someone where to offset an image to which points ?? as i am writing a tutorial.

Do you mean from the Effects menu? Effects -> Image Effects -> offset? That command works off of pixel values. If you're using rulers and the ruler is set to pixels, then just tell them to offset by so many pixels. Buf if their ruler is using phsyical inches then you need to know the resolution of the image and do the math.
If you literally just want someone to move a layer to a specific starting point (x,y) you can use the Pick tool and set the X and Y (pixel value) in the tool options palette.
