If you draw, say, a vector circle, then click on the text tool (as a vector), placing the cursor near the circle circumference will change it's appearance and when you click it will place text so that it is following the outside of the curve.
Many years ago, around PSP5, IIRC, I came across a tutorial describing how to have text follow the inside of a curve, instead of the default outside of the curve. Unfortunately, I cannot recall the specific steps to do this nor can I figure out how to do it in PSP22.
Appreciate any guidance on how to do this.

The tutorial that Levi posted shows the method for text on both the top of circle and the bottom of a circle. If you want to move all of your text inside the circle, you can use the offset command (negative offset for standard and positive offset for reversed path)

Thanks to you and LeviFiction. With regard to the suggestion of using offset, I must be missing something because it does not end up as in the attached screen capture. After drawing a vector circle, I set offset to a negative value and placed text at the top and, indeed, it appeared as the example text at the top of the circle. But, when I place text at the bottom of the circle, it inside the circle but upside down. Changing offset to a positive value yields the text on the outside of the circle and still upside down.
So, how did the example screen capture end up with the text at the bottom of the circle and right-side up?

I use basically the same as the tutorial posted above to place text around a circle
To confirm my method
New Image
Drew Vector circle – Stroke 2 – Fill – 0
Duplicated the Vector Circle layer
I turned off visibility on the bottom vector circle layer
I selected the top vector layer and activated Text tool
I hovered over the vector circle to activate the text connection to the circle and clicked
I typed in Text Around and clicked the checkmark to set the text
The text is now above the vector circle so I changed the offset to -120 and clicked the checkmark again. Use the offset value that works for your image
The top text is now inside the circle
I changed the offset back to 0
I turned off the visibility on the top vector circle layer
I turned on visibility on the bottom vector layer and selected the vector circle
I selected the Pen Tool and right clicked on the circle and selected Covert to path
I right clicked on the circle and selected Edit>Reverse Path
I hovered over the vector circle to activate the text connection to the circle and clicked
I typed in A Circle and clicked the checkmark to set the text
The this text is already inside the circle and going the correct direction
I changed the offset to a value of 27 to move it above the line of the circle. Use the offset value that works for your image
You can also use the offset command to place all of text outside the circle (like the attached image). You just need to reverse the offsets (positive for standard direction and negative for revered path)

Believe I've got it. I misunderstood ConalO's post and attached screencapture to indicate one could do this one layer, but now understand you do need to have two layers with the circle having a default 'forward path' and another having 'reverse path', which reverse the sense of text on the path.

I'm kind of new to this, but I am trying to do a similar thing, but can't seem to get it to do right. I'm wanting to "twist" 2 single letters together. Making them both follow the same spiral intertwining together in the middle of the 2 letters. I'm designing business cards for a ranch called the "Twisted double S ranch" they want a logo of 2 S's twisted together at their middle. Can this be done the same way ?

I am not really sure of the look you are trying for but I am guessing that text on a path won't work for what you are describing. If I had to create something like this, I would generate the S first in a format that I liked and then duplicate it on a new layer and try some layer blends.
