(Tl'Dr): Everything starting from UI is extremely slow both in 32/64bit versions, All the way from swapping between panning and selecting tool taking over second of UI lagging. Running fresh new first time install of program on Win10 on Ryzen 7, 14GB of ram @ 1600MHz, RTX 3070. Image is relatively slow resolution (A4 preset) with only 1 - 4 preset vector arrow shapes in it. Any known fixes?(/Tl'DR)

Started using Paint shop pro 2021, fresh installation (installed both 32 and 64 bit versions, using 64 bit version), only setting change is disabling popup ads.
However program runs considerably slower than simillar corel product ran back in times of pentium 1 processors. Doing everything is unusably slow.
I am not talking about using exotic brushes, I am talking about having:
A4 preset canvas (2480x3508 pixels, RGB - 8bit/channel, vector background) and having simple vector shape (arrow preset consisting of 6 lines on it.
Swapping between panning tool and selection tool takes about 2 seconds of ui freezing and lagging, that is before using them... just swapping between two of "utility tools" that do not have any settings or brushes to load.
Panning does not redraw while it is panning image does not redraw at all properly during pan, also it has this 1-3 seconds lag to mouse movements.
Selecting vector shape or unselecting it takes 1-2 seconds of ui just lagging behind. Opening context sensitive menu by right mouseclicking on vector shape with selection tool takes over second.
What is going on with this? This really can not be the intended functionality?
I am running this on fairly modern computer after all, without doing anything else at same time.
I mean I think I would get better way better response time from UI and faster redrawing even if I would do this on Blender and raytrace render it as 3D model on fly, just tools would not be exactly designed to 2D graphics. There must be something wrong with this.
Also dealing with text tool seems to be basicly working blind, to see 80% of changes drawn or drawn right I need to toggle between cursive and back to force redraw, or alt+tab... all the while response speed of program to any change is slow, even while it is not redrawing/updating changes on screen. Selecting text usually shows selection only in some random spot / spots over text. Modifying text does some "we randomly updated maybe 15% of changed image area" redraws.
I do get that there is smoother Anti aliasing that there was two decades ago, but that is about exactly only feature I can see that is actually different in what I am doing, compared to Paint Shop pro I used back in 2000, that could do this all with multiple times better performance, with computer that was not even close to as fast as my current one, compared to standard of that time.
Please halp.
I already like some of things I am seeing in tools and UI, and would be nice to be able to use this program.

(Tl'Dr): Setting CPU adaptive over/underclocking off, seems to help/mitigate part of problem, Still little bit unexplainable slow, and would be nice to get PSP to use more than just ~30% of CPU, as that would likely allow proper usage adaptive setting (after all it has been pretty much standard thing to have on for quite some time already), and would hopefully mitigate some more of slowdown issues. Still does not completely explain why it is running so slowly. (/Tl'Dr)
Further testing shows that: Part of problem is PaintshopPro not demanding resources or so, CPU usage remains constantly low, even during slowdowns.
If I set my laptop to performance mode (where it will keep cpu clocked at 3,5GHz - 3,8GHz) I get noticeably better response on UI, Tool change becomes acceptable level, selecting objects is still surprisingly slow, but sometimes happens in less than 1s, instead of 2..3s+.
CPU usage seems to land around 24-34% or so while doing this.
So some of slowdown was related to Paintshop Pro possibly being one of only programs I have ran into, that does not trigger detection of need for more cpu resources consistently, resulting in CPU running at around 1,5GHz, but I do not think this still explains all of the slowdown.

If you haven't already, I would recommend contacting Corel support directly. There have been several people who complain about next to unusable speed but it's not the most common complaint. I, for example, can use most of the tools with no real slowdown at all. The UI is pretty responsive and effects execute quickly. For me the slowest tool to select first time is any brush tool that allows for custom head shapes. Once the cache has been made it's also pretty speedy to select. My laptop was never top of the line though it is an older Alienware model. About 5-6 years old at this point.
You might also, if you have the time or desire, consider joining Corel's beta program for PSP. Corel tests their program against numerous different hardware configurations but they can't test every one. So having beta testers helps and they might be able to directly address why their future programs aren't working great on your system. Though if they are consistent in their timing, the next beta test probably won't be for a few months yet. So contact support for your current issue.

So not normal, some cases have been seen and yes that sounds like quite different to how it is running on my computer, so yeah really likely some random bug or so.
