Fine tuning rotation

Just wondering if there is any way within Videostudio or with a plugin or something to rotate a clip to a fraction of a degree. Customize motion allows integer values only for rotation. I have a video project with a video overlay of a piano key bed. No matter how carefully I set the camera during filming, once I get it into the project it's never quite horizontal. But tilting it 1 degree overcompensates. It just needs a smidgeon. If it was an image I'd use paint.net or something and tune it right in to the nth decimal place. Is there another program I could use to rotate it how I want it and then use that clip in VS? Or any other ideas.
