I have 2 connected lines. One is horizontal, the other is at an angle. Is there a way to radius the connection between them? I like to construct a parallelogram with rounded corners.

Trace a rectangle with rounded corners.

If you're using the rectangle tool there are the Horizontal and Vertical radius number boxes you can use. That will give you precise control over the corners of a rectangle.
As for the radius of just lines, there is no box for that as far as I'm aware. You need to make sure the two nodes are set to curve and you drag out the control handles to determine how much of a curve they have. As a result, it's all relative.
Technically it might be possible to make a script for that but it's controlled by the control handles that point at each other, their angle and distance from the main node. And I don't know enough about bezier mathematics to know how to do that.

A suggestion:
use the Guides and Snap to guides function
You need to draw a line with the desired angle, on a layer above your rectangle.
One side must cross the middle of a lateral handle (the bottom handle in my drawing).
The other side must have the desired angle.
Draw a guide so it crosses the upside of the line with the horizontal guide.
Move the up handle to the right and it will snap to the white line with the correct angle.
