How do I Round the corners of an image?

With the Selection tool, click on Selection Type on the Tool Options bar and select Rounded Rectangle. Draw out your rectangle and it will have rounded edges. Copy, Paste as New Image and the image will have rounded corners with transparency showing in the corners.

If you need to change the radius, use the Vector Rectangle tool.
The general steps are
1) Draw out a rectangle of any size
2) On the menu run the following two commands to make the rectangle fit the image
Object -> Make Same Size -> Both
Object -> Align -> Center in Canvas
3) With the rectangle tool still selected, and your rectangle object selected in the layers palette, you can either drag out the corner or use the "Horizontal Radius" and "Vertical Radius" boxes on the tool options palette to adjust the radius of the corners.
From there you have several options.
1) Use the Shape Cutter (the options are on the Tool Options palette with any vector tool selected) this will auto-cut out a new image using the vector shape as a guide
or
2) Use the menu option Selections -> From Vector Object to create a selection of your image and copy and paste as new image
or
3) Use the selection from the rectangle to create a new mask layer.

First question: Where do I find "the menu" and how open it? I'll do my best to run the commands.

The main menu at the top of the program. You see a long the top "File" "Edit" "Image" "Effects" etc. You're looking for the menu named "Objects"

OK. I found 'objects'. I didn't know what to select so I clicked on 'edit'. The selections to the left of that were all grayed out. What's next?

That link only shoes how to attach a file. You apparently can't paste an image from the clipboard

This Webboard doesn't accept images from the clipboard.
Paste your image from the clipboard to PSP (Edit/Paste As New Image).
Save the image in JPG.
Attach the JPG file to your message.
