You run the script before resizing and it will transform the layer opacity to a mask preventing the bug.
You can't change the calculations as they are hard coded into PSP you can join the beta and bring it up the next time they are testing a new version to see if they will fix it. But short of bypassing the problem with a mask not much can be done from the user side

Does it work when resizing only a selection or layer opposed to the entire canvas?

I think if you had been around this forum as long as some of us then that would have become obvious a long time ago, unfortunately. "Corel support" is the epitome of oxymorons (emphasis on the last two syllables).

Well if there is no real chance that they even acknowledge there is a fundamental flaw in their code that prevents the most basic of functionality from properly occurring (resizing an image while maintain its colors and transparency...) - then it seems unlikely they will ever fix it.
Given that, there isn't really a reason to continue using the software. However most of my legacy files are .pspimage - are there any other tools out there that will open pspimage files properly?

You don't know there isn't a real chance they will acknowledge it. Maybe it just hasn't been brought up until now. We don't know. Best not to make assumptions. By all means don't use a software that isn't useful for your needs, but let's not assume it'll never be fixed.
Things like this will probably be fixed faster if they are reported by members of the beta team. by the way there's a pinned post talking about joining said team if you want to help test new versions and influence the development direction.
As for programs that will open PSPImage files, GIMP has a decent basic importer (so depending on the features you used it might work), there is also a plugin for Photoshop that supports PSPImage files with features introduced up to PSP9. Or photoshop plugin capable editors....oddly like Paint Shop Pro.
