I am capturing 4K video with GoPro Hero10. Was using iMovie on a Mac for editing, but needed to get off employer's laptop and onto my personal Windows 10 laptop. I bought VS 2021 Ultimate (24.1.0.299) a few days ago. Just started editing tonight.
First project: Imported clips fine. Dropped to timeline fine. Added custom title fine.
Next thing I do is select a couple seconds from several spots in the timeline and replicate them at the front of the video as a short highlight of the upcoming video.
This was dead simple in iMovie. I previewed until I found a good spot, then paused. Then I held the R key while I dragged the scrubber on the timeline to the end of the selected portion. Then I just used Edit | Copy to copy that 2 or 3 second portion. Then I positioned the vertical bar in the timeline and selected Edit | Paste. I would repeat this for a few more 2 to 3 second clip portions.
I can't seem to do this in VS.
I've now spent 3 hours going through tutorials, exploring every nook and cranny of the UI, the online Help Topics and User Guide. Tons of talk about trimming and splitting. Paste is only mentioned in the context of key frames, masks and shape menu attributes.
I can't seem to find anything about the simple task of selecting a portion of a clip and copy/pasting the portion elsewhere. It can't be this hard. I don't want to split or trim it out. I want to replicate a selected portion of a clip. Would you please help me figure this out?
Also after double-clicking a clip to see the options panel, I can't figure out how to make that go away and get back to the library to see a snapshot I captured from one of the clips.

Welcome to the forums
First the options panel can view the media library, options or combined.
There are three small icons to the far right just above the timelines, left hand icon to close options and Show library Panel
Selecting a portion of a clip
I use the scissors or Keyboard “S” to split the clip cut at the beginning and end if your selection, Right Click the selection for Copy
Drop that anywhere on the viewable timelines. If not in view drag the selection to the library to create a copy.
Now drag that clip to the beginning of the timelines
So
1 / cut twice to create a smaller clip (start and end of your selection)
2 / drag that clip to the library to save a copy, it will not move the original only create a library copy
3 / reposition the timelines, I guess you would navigate to the beginning
4 / drag clip from library to timeline.

Re: Copy marked portion of clip
Thank you very much for taking the time to answer my question with such detail.
Unfortunately, I'm having such a rough time with the software that I haven't been able to test your solution.
I've got a pretty beefy Windows 10 Pro 64-bit laptop with 32GB of RAM and so forth. But VS 2021 keeps crashing. Sometimes it doesn't even crash, it blinks out of existence. It's gotten so frustrating, I'm going to pursue getting a refund.
